Wayman T. Gore, Jr., P.E. - President
Wayman Gore has extensive experience in reservoir engineering, including oil and gas reserves evaluation and economics, fair market value studies, field development studies and production accounting and payment audits. He also has considerable experience in the analysis of various industry agreements such as gas purchase contracts, oil and gas leases and joint operating agreements as well as compliance audits of such agreements. Wayman has served as an expert in petroleum engineering in numerous proceedings before various regulatory agencies, state and federal courts and arbitration panels. Wayman has also represented client interests before the Railroad Commission of Texas, California Department of Conservation, New Mexico Oil Conservation Division and the Bureau of Land Management.
Wayman attended The University of Texas at Austin where he earned a Bachelor of Science in Petroleum Engineering in 1980. His career began with Tenneco Oil Company in Houston as a production engineer where he was involved in the company's producing operations along the Upper Texas Gulf Coast and in South and East Texas. In November 1981, Wayman joined Sanchez-O’Brien Oil & Gas Corporation as a production and reservoir engineer. His responsibilities included supervision of producing operations in a nine-state area as well as reserves and economic analyses for company operated properties. Wayman began his consulting career in 1984, with Platt, Sparks & Associates, Inc., in Austin, and became a shareholder in the firm in 1991. In January 1995, Wayman co-founded PGH where he continues to serve oil and gas industry clients in petroleum and environmental matters.
Wayman is a member of the Society of Petroleum Engineers (SPE), the Society of Petroleum Evaluation Engineers (SPEE) and the Society of Professional Well Log Analysts (SPWLA). He has served as an officer in the Austin section of SPE and in the Central Texas chapter of SPEE. Wayman is a registered Professional Engineer in Texas.

Robert E. Dreyling
Bob Dreyling graduated from Purdue University in 1967 with a Bachelor of Science degree in Civil Engineering. Immediately upon graduation, he was employed by Humble Oil and Refining Company and continued working for Humble and its successors Exxon and Exxon Mobil until his retirement at the end of 1999. Upon retirement, Bob became associated with PGH in its Austin, Texas office.
During his 32½ years with Exxon, Bob worked as a petroleum engineer in areas including surface facility engineering, reservoir engineering, natural gas and more than 28 years as a regulatory engineer. His responsibilities during the past 28 years included coordinating Exxon’s regulatory activities primarily with the Railroad Commission of Texas for the East Texas, Gulf Coast and Panhandle areas. In this capacity, he handled many of Exxon’s applications before the Railroad Commission of Texas including hearings and testifying as an expert petroleum engineer. Bob is an industry recognized expert on Texas Railroad Commission rules, regulations and policies. While employed by Exxon, Bob attended numerous internal company schools and seminars including Reservoir Engineering, Advanced Reservoir Engineering and Geology for Engineers. He also has attended an intensive reservoir engineering school at Texas A&M University. Bob has prepared and presented numerous internal Exxon seminars on Texas Railroad Commission conservation rules, regulations and policies.

Mimi S. Winetroub
Mimi brings a wealth of state and regulatory agency expertise to PGH with nearly 17 years of energy engineering and project management experience in both the public and private sectors. After 5 years with Amoco Corporation, she translated her considerable skills with oil and gas primary, secondary and tertiary production projects and studies to energy regulation, minerals appraisal, mediation, and policy development/review at the Railroad Commission, the Comptroller of Public Accounts, and the Legislative Budget Board. She also brings to PGH considerable skills in contract administration for abandoned mine remediation and consultant services. She is highly experienced in statewide oil and gas proration and reviewed oil and gas proposed legislation and subsequent recommendations for the Legislative Budget Board while simultaneously managing statewide performance reviews in diverse areas.
Mimi became a certified mediator in 1999, handling mediations between gas utility or energy companies and affected landowners. She was a gas utility technical hearings examiner for the Railroad Commission and a project/federal grants manager for abandoned mine reclamation programs. She is a Certified Rate of Return Analyst (CCRA) specializing in utility rate computations and financial analysis, as well as a Certified Mediator and Risk Assessment Facilitator with advanced training.
These diverse skills provide her with the tools to assist clients in energy regulatory and valuation areas as well as with mediations, facilitations, risk assessments and performance reviews.
Mimi graduated from the University of Texas at Austin with a degree in Petroleum Engineering and later completed 30 hours of graduate classes toward a Masters in Business Administration. She is a member of the Society of Petroleum Engineers, International Order of the Engineer and participates with the local chapter affiliate of the Society of Independent Professional Earth Scientists. She has served for several seasons as a community at-large chair of a prominent non-profit organization and in the public sector as the state agency chair for annual state employee charitable campaigns.
Geoff L. Hawkins, P.G.
Geoff graduated from the South Dakota School of Mines and Technology in 1981 with a Bachelor of Science degree in Geological Engineering. Upon graduation he went to work for Gearhart Industries, Inc. as an “Open Hole Logging Engineer” in north Texas. His responsibilities included logging, well log analysis and interpretation.
Geoff went to work in the environmental/geotechnical drilling business in 1989. He managed several drilling companies and was a representative for several drilling rig manufacturers. Geoff has extensive experience working in and around oil & gas facilities.
Geoff joined PGH in 2005 as a Staff Engineer. He has specialized in research and analysis of Railroad Commission of Texas records. Geoff also prepares and files a wide variety of regulatory applications.
Geoff is a member of the Society of Petroleum Engineers (SPE), the Society of Professional Well Log Analysts (SPWLA) and the Society of Independent Professional Earth Scientists (SIPES). Geoff is a registered Professional Geoscientists (#3384) in Texas.
